Bulgaria in the Eurozone: Is Your Business Ready for the Change?

As of January 1, 2026, Bulgaria is officially part of the Eurozone. The adoption of the euro is a large-scale change that requires rapid adaptation from both businesses and consumers. At Navtech Group, we know that being well-informed is the key to a smooth transition; therefore, we have summarized the most important rules in effect during this critical first stage.

How do we pay in stores? The Month of Dual Circulation
Throughout the entire month of January 2026, the "dual circulation" period will be in effect. This is the time when the lev and the euro coexist in our wallets.
  • Payment in two currencies: Customers can pay in cash using both levs and euros.
  • Change only in euro: A vital rule for all merchants is that regardless of the currency used by the customer (BGN or EUR), the change must be returned exclusively in euro. This is the primary method for withdrawing the lev from circulation.
  • End of cash lev: From February 1, 2026, the lev will cease to be legal tender in shops and service outlets.

Dual Display of Prices and Labels
To ensure transparency and protect consumers from unfair practices, dual price marking remains mandatory for a significant period—until August 8, 2026.
 
  • On the shelf: Every label must clearly show the amount in both levs and euros, calculated at the fixed exchange rate: 1.95583 BGN for 1 EUR.
  • On the receipt: Fiscal receipts must also contain the total amount in both currencies so that every consumer can easily verify their spending.
Accounting and Invoicing: Requirements for Business
The transition to the euro brings specific obligations regarding the issuance of accounting documents. According to the regulations:
 
  • Dual marking in invoices: The final amount due in documents must be indicated in both currencies. This is essential for clarity in B2B payments during the transition period.
  • Automation via ERP systems: For Navtech Group clients using Microsoft Dynamics 365 Business Central, this process is fully automated. The system automatically generates documents with correct currency conversion and dual amounts, complying with all legal requirements.
Cash Exchange: Deadlines and Locations
If you still have BGN cash after January, you can exchange it as follows:
 
  • At commercial banks and "Bulgarian Posts": Free exchange until June 30, 2026.
  • At the Bulgarian National Bank (BNB): The central bank will exchange lev banknotes and coins into euro free of charge and indefinitely.

Control and Correct Rounding
All prices must be rounded to the second decimal place according to standard mathematical rules. State authorities are strictly monitoring compliance with these norms to avoid unjustified price increases for goods and services.
